On August 27, Windows 8.1 officially became RTM, now the English version of the operating system appears to have leaked onto the internet. Just to be clear, what we have here is apparently the Chinese version we saw recently, but it seems to have been repackaged with a new language.

First Look: Windows 8.1 RTM Build 9600 – Start Screen, Apps, Desktop, PC Settings, and More
We already know that the previous leak of Windows 8.1 Build 9600 includes everything we saw in previous leaks and previews, so we can only expect this English repack to include all the same features.
If you're feeling adventurous, you can install the new English version of Windows 8.1. I'm not linking to the download site to respect intellectual property. Everyone else will have to wait until October 18, the day of general availability. Microsoft is even restricting the last bits to TechNet and MSDN subscribers, and this news has caused a bit of anger among developers who rely on early versions to test their apps. So developers may now have to come up with something creative to continue with their development, although Microsoft has released new guidelines for testing apps with the latest update.
