Windows 11: Change the scrolling direction of the mouse (or touchpad)

Although most users are comfortable scrolling down with the mouse wheel or scrolling up with the scroll key, some prefer to reverse the motion so that scrolling down scrolls up and scrolling up with the wheel scrolls down.
In the latest build of Windows 11, available through the Canary Channel, Microsoft is testing a setting to control scrolling direction through the Settings app. However, if you have Windows 11 23H2 or 22H2, this option will not be available to you. The ability to reverse mouse direction remains in the registry.
