Although Windows 8.1 is just an update, it still feels like a new operating system to some users because Microsoft has added, improved, and moved many features. One of these changes is the personalization of the Start screen.

Customize the Start screen in Windows 8.1 with patterns and colors.

Previously, users had to go to PC Settings, but now these settings have been moved to the Settings menu. This means that to change patterns, background, and accent colors on the Start screen in Windows 8.1, you now need to go to Start, use the keyboard shortcut +I, and click or tap Customize.

The settings location isn't the only thing that changed with Windows 8.1. You'll also notice that Microsoft has added new options in this new update that allow users to choose virtually any color. Plus, there are now new patterns to choose from. One option missing from this menu is potentially an important one: the ability to set the desktop background for "Start." This option is located in Taskbar and Navigation properties.

The new placement actually makes more sense, but don't be confused: the Settings menu is location-based, meaning you have to be on the home screen to do it. It won't work from other locations. For example, on the desktop you'll see the "Personalization" option, but that's for changing aspects of the desktop, and from other apps you won't see these new options.
