When using your Surface RT, you may find that downloading an app from the Windows Store just doesn't work. You're likely to get error messages like "You can't download an app because the connection is too slow" even though you have perfect internet access. Or you just can't find a specific app in the Store. In most cases, these problems with apps and the Windows Store are caused by one of the following issues:

Windows 8.1 RT: Install all untrusted apps [HD][Guide][Tutorial] 2023
To resolve the issues described above, refer to this Microsoft Surface article. In addition, you can try the following to resolve this issue:
Clear the Windows Store cache (or temporary data) and try again. Use + R to invoke the Run command, type wsreset.exe and click OK. (Clearing the cache can also help if the Windows Store won't open.) If the command runs successfully, you'll get the following message: The cache for the Store has been cleared. You can now search for apps in the Store.
Open the Apps troubleshooter, follow the on-screen instructions, and try getting the app you want from the Store again. This is a utility specifically designed to automatically find and fix common problems with apps. Microsoft offers the utility only in English, but it works on Windows RT and Windows 8.
