A nearly finished version of Windows 8.1 has just leaked online, and it features several changes and improvements not included in the current preview. This is Windows 8.1 Build 9471, a test version of the operating system for PC makers that includes updated apps for Help + Tips, Mail, Contacts, and Calendar, new "animated" wallpapers for the Start screen, and a few other usability-related changes.

What's new in Windows 8.1 (Pre-RTM) Build 9471 – New Start screen wallpapers, updated apps, and more
Help + Tips is a new app (or section) in Windows 8.1 that is designed to help users navigate and learn the new operating system using a mouse or touch. It also has a series of tutorials that include reading material and short video clips – all just the basics. While it's not very difficult to use the operating system, I think this is something that should have been there since the first version of Windows 8.
While offering Windows 8 apps the full actual screen state is a fantastic idea, this model comes with some complications, as users have to know how to get to hidden options (or commands) from day one. In Windows 8, you can right-click (or swipe from the bottom on touch-enabled devices) to bring up the app commands, but that doesn't seem to work for everyone.
Fast forward to Windows 8.1 Build 9471: This changes. Microsoft fixes this issue by adding an always-visible "More" button, just like it appears in Windows Phone 8. The button doesn't actually say "More," but is a thin bar with three dots (…) in the bottom-right corner of the screen. (Remember that the new app commands button (…) can also appear at the top of the app, as you see in the screenshots below.)
