First Look: Windows 8.1 RTM Build 9600 – Start Screen, Apps, Desktop, PC Settings, and More

The new images show off virtually everything we saw in the Windows 8.1 preview, such as the return of the Start button and the improved Start screen with new tile sizes. But they also show off a new set of desktop and lock backgrounds that are more colorful than in previous versions.

Microsoft has yet to announce that the Release To Manufacturing (RTM) build is golden. The latest rumor suggests the company could file a press release today. If not, we'll hear something this week.

The software giant had previously officially confirmed that Windows 8.1 would be available worldwide on October 18. In the US, users of the new operating system can download the parts a day earlier via the Windows Store. So everything seems to be on schedule.
