The official English version of Windows 8.1 Pro RTM Build 9600 for x86 and x64 has finally surfaced on the Internet. Many have tried the Chinese version with a language pack, but there were too many problems to work with it. This is the official, unmodified ISO file and it is available for download on several sharing sites.

Windows 11: Free upgrade from Windows 8.1 (Official)
As I wrote before, the Release To Manufacturing version includes all of the changes from the Windows 8.1 preview build, as well as many of the changes and improvements we've seen in previous leaks. Although this is the "final version," Microsoft is now shipping the operating system to manufacturers to continue improving the software ahead of its October launch. However, the company will continue to provide updates after the official release.
The latest leak comes from a Russian leaker named “WZOR,” and other Microsoft products, such as Windows Server 2012 R2 and others, are also expected to appear on file-sharing sites soon.
The ISO download has the build number 6.3.9600.16384.WINBLUE_RTM.130821-1623. If you want to try the new version before its official release on October 18th, go ahead. Out of respect for intellectual property, I am not linking to the download site.
