Personally, I use a clean install after using the same setup for a long period of time (usually a year) as it can also help fix performance issues, shutdown and startup problems, memory and apps. You can also use this option to debloat the system that may have come preinstalled with the manufacturer's image on a new computer.

You can use the Media Creation Tool to perform a clean install on a device that is already running Windows 10.
