What would be better than August 1, 2013 to release the final version of Windows "8.1", right? Well, that seems to be the possible release date. Paul Thurrott, the well-known Microsoft scout, posted on Twitter that August 1 could be the date when Microsoft ships its next update.

Windows 11: Free upgrade from Windows 8.1 (Official)
As with any rumor, this one should be taken with a grain of salt, as Microsoft has yet to officially announce the release date. But Paul's information on rumors about the company has been pretty accurate so far, thanks to his close ties to people inside Microsoft.
On what date will Windows 8.1 be delivered? August 1st. Of course. 🙂
