Microsoft recently started rolling out the August 2019 firmware update to Surface devices, but it appears that Surface Book 2 and Surface Pro 6 devices are experiencing throttling issues.
According to a number of complaints on Reddit (Link 1) (Link 2), after installing the latest firmware, devices are experiencing more severe than normal thermal throttling, causing the processor to drop its clock speed to as low as 400 MHz at times. This behavior occurs when the Surface is plugged into or unplugged from a power source while the battery is fully charged.
The reason for this throttling issue is unclear, but it seems to be a driver issue. Some users believe it has something to do with the Bidirectional Processor Hot Sensor (DB PROCHOT) settings, but even disabling this feature didn't seem to solve the problem.
