If you go to Programs and Features to troubleshoot the installation, you will notice that Office Home and Student 2013 RT is not showing up in the list of installed programs on your Surface RT. Of course, you have it installed. If you check the update history, Windows RT and updates for Microsoft Office 2013 RT are there.
The right question now is: what's going on? Apparently, this is a known issue that is not registering Office as an installed program. To fix this problem, Richard Hay of WindowsObserver pointed out that Microsoft has developed a Fix it, described as KB2751424, which anyone can download and run to fix this problem.
