I didn't realize it until I saw a screenshot of the new All Apps button with the arrow in Windows 8.1 Build 9379. That's when I realized that Microsoft is bringing back the Start menu in Windows 8.1, but not in the same old design that we all saw in Windows 7 or earlier versions of the operating system.

How to bring back the Start menu in Windows 8.1 / Windows 8

That some things don't work in Windows 8 isn't news lately; Microsoft knows this, and Windows 8.1 is designed to fix many of those shortcomings. So now the company is taking a step back and bringing back some of the old, iconic features, such as boot-to-desktop and the Start button (although these features will likely be included in the next upgrade of the operating system, we won't know for sure until the final version arrives later this year).

Right after people heard about the features returning, many started thinking about what other features Microsoft could potentially bring back. And of course, one of the first things that comes to mind is the Start menu. We all know that this is almost impossible. Doing so would go against everything the company has been working on for years.
