After almost two months, Microsoft finally released the Windows 10 Technical Preview (Build 10041) to the Slow ring on March 25. Therefore, Windows Insiders can now also download the ISO files to perform a clean installation of the latest build.

Windows 10 21H1: Download ISO file directly WITHOUT Media Creation Tool
Microsoft originally released Windows 10 Build 10041 on March 18, after the company announced it would be making changes to how Windows Insiders receive new builds more frequently by loosening the Fast Ring of updates. However, this version of Windows 10 was only available through Windows Update and to those who had their systems configured to Fast Lane, meaning there were no ISO files available to download.
Many users create their own installation media by creating an ISO file from the ESD file, which contains everything needed to install Windows 10. Now, Microsoft has just released a more stable version of the Windows 10 Technical Preview (Build 10041), and with it, users can now download the ISO files as well.
With Build 10041, Microsoft is also bringing Cortana to China, the UK, France, Germany, Italy and Spain. The ISO-formatted operating system makes it easier for the new regions to test Microsoft's digital assistant without a workaround. And the company has explained that it won't be that easy to enable Cortana if you're not using the right supported language.
