Microsoft is now rolling out Windows 10 build 18356.21 as update KB4496796 to devices in the Slow ring of the Windows Insider program. This is the preview build number 40 being released to testers as part of 19H1 development, and it is available to fix the issue that prevented devices running build 18356.16 from updating to build 18362.
After installing the KB4496796 update on your computer with build 18356.16, the version number will increase to build 18356.21 and in a few days Windows 10 build 18362 should be automatically downloaded and installed on your computer.
