This isn't really a surprise, as Windows Vista and Windows XP fall into the "requires clean install" category. According to Gabe Aul, head of the Windows Insider program, the only supported upgrade path is Windows 7 and newer.

@Dave_256 Same for Vista and XP. The only full upgrade paths currently supported are Win7 and newer.
