It may be a little late, but Microsoft has changed its mind again and decided to make Windows 8.1 RTM available for download to TechNet and MSDN subscribers after numerous developers complained that it had become difficult for them to get apps ready to launch.

In a new article on the MSDN blogs, Microsoft admitted that the decision was a mistake:
"We heard from you that our decision not to release Windows 8.1 or Windows Server 2012 R2 RTM bits initially was a big challenge for our development partners preparing new Windows 8.1 apps and for IT pros preparing to deploy Windows 8.1. We've listened, we value your partnership, and we're adapting based on your feedback. As we refine our delivery plans for a faster release cadence, we're working on the best way to support early releases for the different audiences in our ecosystem."
Subscribers can now download Windows 8.1 and the Pro version, and the company is also releasing Visual Studio 2013 RC for developers. Anyone waiting for the Enterprise version of 8.1 will have to wait until the end of September.
