How to create a USB Surface RT recovery image to fix Windows RT 8.1 update issue
A Microsoft spokesperson confirms that Windows RT Update 3 will not include support for the new Universal Windows Apps. With the development of Windows 10, Microsoft is also introducing the concept of Universal Apps, which simply means that developers can create an app once and reach millions of users running Windows 10 on a phone, tablet, desktop computer, or even Xbox One.
However, the universal apps only work on devices running Windows 10, even though Windows RT for mobile will receive a new update in September that includes some of the Windows 10 features. The company notes that devices like Surface RT, Surface 2 and Lumia 2520 will not support the new universal Windows app after installing Update 3.
"Surface (RT, Surface 2, and third-party ARM-based Windows PCs and tablets) can only run apps designed for RT, not Universal Windows apps. There are many apps that work on RT, so you can continue to enjoy apps, games, music, and movie content."
